NEW DELHI, June 23, 2015—Delhi Pradesh Congress Committee president Shri Devender Yadav said that with the southwest monsoon set to hit the Capital by June 24, the city faces the spectre of flooding and water logging yet again as the Public Works Department (PWD) has again missed its June 15 deadline for completing the desilting work of 2,140,95 km storm water drains under its control. He said that according to latest data, only 60.47 per cent of the desilting work of drains under the PWD jurisdiction has been completed, with the Municipal Corporation of Delhi and Delhi Jal Board faring no better in cleaning the drains under their charge. He said that with PWD advancing the date to complete the desilting work to June 30, the Capital will witness the familiar scene of flooded and water-logged roads when rains lash Delhi.
Shri Devender Yadav said that with the Rekha Gupta Government having extended the deadline for the completion of the desilting works to June 30, and the PWD having missed the previous deadlines, the people of Delhi stare at the prospects of the streets getting flooded with traffic logjams making life unbearable for the commuters. He said that the BJP Government seems to have learnt no lessons from past experiences, as it was busy in making many empty promises without doing any concrete work at the ground level.
Shri Devender Yadav said that the deadline for completing the desilting works having been extended to June 30, and the India Meteorological Department predicting that the southwest monsoon would arrive in Delhi by Tuesday (tomorrow), four days ahead of schedule, the Rekha Gupta Government seems to have been caught napping, like it used to be during the regime of the Keriwal Government. He said that the pre-monsoon showers last week had flooded the roads and under passes, the hot spots which are prone to waterlogging, and the PWD has also identified 71 hot spots for waterlogging, yet the Government has not done anything to prevent the recurrence of waterlogging at such places.
Shri Devender Yadav said that though the Rekha Gupta Governemnt has been boasting of its many “achievements” in the the past 100 days, the reality is that the Government has totally neglected issues that needed urgent attention on a priority basis like desilting of the sewers and storm water drains on time, taking steps to control air and water pollution, repairing the broken roads, clearing the accumulated garbage, improving the health infrastructure etc. but the Government has proved to be totally ineffective and inefficient in tackling these issues. He said that even where the drains were desilted, the muck removed was not lifted which flowed back into the drains when it rained last week.
Shri Devender Yadav said that CM Rekha Gupta’s comment that “rain is a natural occurrence, it is not as if there is a ‘Tawa’ (hot pan) beneath to make the water evaporate instantly,” was irresponsible and illogical as it only exposed the BJP Government’s unpreparedness to meet the challenges of monsoon, and when the situation goes out of control, blames the officials instead of the Government taking the responsibility of not making adequate preparations to the tackle the monsoon woes over the past 100 days, which were wasted in making hollow promises and empty rhetoric.
नई दिल्ली, 23 जून, 2025 – दिल्ली प्रदेश कांग्रेस कमेटी के अध्यक्ष श्री देवेन्द्र यादव ने दिल्ली में जल भराव से निजात दिलाने और नालों से गाद निकालने की कार्यवाही पर भाजपा सरकार की कछुआ चाल पर चिंता व्यक्त करते हुए कहा कि मानसून की बारिश में दिल्ली एक बार फिर डूबेगी, जिसका संकेत पिछली दो बारिशों में हुए जलभराव से मिल चुका है। पीडब्ल्यूडी द्वारा राजधानी में जल भराव संदेह वाली जगहां की पहचान करने के बाद यह 375 से बढ़कर 410 हो गई है, जो चिंताजनक है। और इनमें 71 अति संवेदनशील जगह है, जहां भारी जल भराव होता है।
श्री यादव ने कहा कि जलभराव के बढ़ते हॉट स्पॉट से साबित होता है कि पिछली आम आदमी पार्टी के शासन के दौरान जल भराव की त्रासदी और मौतों से भी भाजपा सरकार ने कोई सबक नही लिया। जबकि मुख्यमंत्री और पीडब्ल्यूडी मंत्री परवेश वर्मा सिर्फ कोरी बयानबाजी करके दिल्ली के लोगों को गुमराह करने का काम कर रहे है।
श्री देवेन्द्र यादव ने कहा कि मुख्यमंत्री रेखा गुप्ता की टिप्पणी कि “बारिश एक प्राकृतिक घटना है, ऐसा नहीं है कि नीचे ’तवा’ (गरम तवा) रखा हो जिससे पानी तुरंत वाष्पित हो जाए,“ पूरी तरह गैरजिम्मेदाराना और तर्कहीन है क्योंकि इससे केवल भाजपा सरकार की मानसून की चुनौतियों से निपटने में असमर्थता उजागर होती है। जब स्थिति नियंत्रण से बाहर हो जाती है, तो सरकार जिम्मेदारी स्वीकार करने के बजाय अधिकारियों को दोष देती है, जबकि पिछले 100 दिनों में मानसून की दिक्कतों से निपटने के लिए पर्याप्त तैयारी नहीं की गई, जो खाली वादों और खोखले बयानों में बर्बाद हो गए।
श्री देवेन्द्र यादव ने कहा कि मानसून दिल्ली के दरवाजे पर खड़ा है और दिल्ली की मुख्यमंत्री, संबधित मंत्री और विभागों के अधिकारी जल भराव न हो, इस पर कोई जिम्मेदार बयान देने में असमर्थ है। मौसम विभाग द्वारा अनुमानित दिल्ली में कल 24 जून तक मानसून दस्तक देगा जो दिल्ली सरकार के लिए एक अग्नि परीक्षा है, जिसमें वे निश्चित ही फेल होगी।
श्री देवेन्द्र यादव कहा कि 25 मार्च का मुख्यमंत्री रेखा गुप्ता का दावा किया था कि हम मानसून से पहले दिल्ली को जल भराव मुक्त बना देंगे। पीडब्ल्यूडी दिल्ली के 2,140.91 किलोमीटर नालों से गाद निकालने में दूसरी बार 15 जून का समय निर्धारित करने के बावजूद विफल रहा जबकि विभाग की रिपोर्ट के अनुसार केवल 60.47 प्रतिशत नालों की सफाई हो सकी है। जब कल 24 जून से मानसून की बारिश दिल्ली में शुरु हो जाएगी ऐसे में नालों से गाद निकालना नामुमकिन है और पीडब्ल्यू द्वारा 30 जून तक की तारीख देना भाजपा सरकार की अव्यवहारिक सोच को दर्शाता है। कागजों में भी अपने दावों पर फेल हो रही है, तब मानसून की बारिश के बाद की परिस्थितियां की असली हकीकत निश्चित ही भयावह होगी।
श्री देवेन्द्र यादव ने कहा कि पिछले सप्ताह पीडब्ल्यूडी ने दिल्ली नगर निगम, दिल्ली जल बोर्ड, डूसिब, मेट्रो और नेशनल हाईवे अथॉरिटी, सिंचाई एवं उघोग विभाग की बैठक की जिसमें सभी विभाग दिल्ली में जल भराव को नियंत्रण करने असहाय दिखे और मानसून में जल भराव नही होगा, यह भरोसा दिलाने में नाकाम साबित हुए है। दिल्ली सरकार दिल्ली भर के 71 संवेदनशील जल भराव के हॉटस्पॉट जिनमें 13 रिंग रोड़, 11 ओल्ड और न्यू रोहतक रोड़, 9 बाहरी रिंग रोड़, 3 मॉल रोड एक्स, और भैंरो मार्ग, अनुव्रत मार्ग, बुराड़ी और नजफगढ़ रोड़ पर होने वाले भारी जल भराव को कुछ प्रतिशत कम करने पर भी कोई ठोस बयान जारी नही कर सके।
