Congress Attacks BJP’s Borewell Policy Amidst Delhi’s Water Crisis
Delhi Government’s proposed “borewell policy” keeps the poor out of its ambit, which is unjust and inhuman—Devender Yadav

NEW DELHI, May 5, 2026—Delhi Pradesh Congress Committee president Shri Devender Yadav said that the BJP Government’s move to bring a new “borewell policy” to tide over the water crisis, but with a rider that “only those houses and residential colonies with proper functioning water harvesting system will be eligible to get an authorized borewell”, was an anti-poor policy, as the poor people living in areas without water harvesting system will be denied permission to erect borewells for their water needs.
Shri Devender Yadav said that when the Rekha Gupta Government brings a “borewell policy”, it should be for the benefit of all, and not limited to a select group with water harvesting facilities, as the areas where the poor live, like slum clusters, unauthorized colonies, resettlement colonies etc. do not have water harvesting facilities, but their need for water is as essential as anybody else and exclude them from the new “borewell policy” would be unjust and inhuman, so long as the Government does not provide piped water to all the colonies.
Shri Devender Yadav said that with the Capital facing scorching heat wave conditions, water shortage has become a daily hassle in most parts of the city, with the worst affected being the poor and common people, who have to either depend on the water tankers, which are few and far between, or purchase bottled water for their survival with the Delhi Government and Delhi Jal Board giving no attention to the plight of the poor people.
Shri Devender Yadav said that Delhi Congress had recently highlighted the plight of over 20,000 residents of Rangpuri Pahari in South Delhi, particularly in areas like Israel Camp, who face severe water shortages, a crisis that has persisted as the area lacks piped water infrastructure, forcing residents to rely on tankers that arrive infrequently, sometimes only once every 7–8 days, after the borewell from which the residents drew water was shut down by the authorities.
Shri Devender Yadav said that residents of Rangpuri Pahari have been facing a severe water crisis following the shutting down of local borewells, exacerbating long-standing supply issues, and this area was no exception as there are many other such areas in the Capital where drinking water is a luxury as both the previous Aam Aadmi Party Government and the present Rekha Gupta Government have totally neglected the water requirements of the poor people.

नई दिल्ली, 5 मई 2026- दिल्ली प्रदेश कांग्रेस कमेटी के अध्यक्ष श्री देवेंद्र यादव ने कहा कि पानी के संकट से निपटने के लिए भाजपा सरकार की नई बोरवेल नीति गरीब विरोधी नीति साबित होगी क्योंकि इस नीति के तहत केवल उसी घर या आवासीय काॅलोनियां जल संचयन प्रणाली पर उचित रुप से काम करेंगी वही बोरवेल करने की पात्र होंगी। आजीविका का संघर्ष कर रहे गरीब लोगों द्वारा जल संचयन प्रणाली न होने के कारण भाजपा ने उन्हें बोरवोल की करने की अनुमति वंचित कर दिया है।
श्री देवेंद्र यादव ने कहा कि जब रेखा गुप्ता सरकार बोरवेल नीति दिल्ली के लिए लाई है, तो इसका लाभ सभी को मिलना चाहिए, न कि जल संचयन करने वाले चुनिंदा समूह तक सीमित रहनी चाहिए। ऐसे क्षेत्र जहां गरीब रहते हैं, जैसे स्लम क्लस्टर, अनधिकृत कॉलोनियां, पुनर्वास कॉलोनियां आदि, इनके पास जल संचयन की सुविधा नहीं है, लेकिन उनकी पानी की आवश्यकता अन्य लोगों की जरुरत की तरह जरुरी है। गरीब लोगों पर नई बोरवेल नीति को लागू करके उन्हें बोरवेल के पानी से वंचित करना अन्यायपूर्ण और अमानवीय होगा। जब दिल्ली जल बोर्ड इन सभी कॉलोनियों को पाइप से पानी उपलब्ध नहीं करा रही है, तब उन पर नई बोरवेल नीति लागू करना इनके जल संकट को बढ़ाना है।
श्री देवेंद्र यादव ने कहा कि राजधानी दिल्ली भीषण गर्मी का सामना रही है, शहर के अधिकांश हिस्सों में पानी की कमी एक दैनिक परेशानी बन गई है, जिसमें सबसे अधिक प्रभावित गरीब और आम लोग हो रहे हैं क्योंकि इन्हें पानी के टैंकरों पर निर्भर रहना पड़ता है, जिनक दिल्ली जल बोर्ड पर्याप्त मात्रा में उपलब्ध कराने में नाकाम है, मजबूरन लोगों को बोतलबंद पानी खरीदना पड़ता है। उन्होंने कहा कि दिल्ली सरकार और दिल्ली जल बोर्ड नई बोरवाल नीति को लागू करके गरीब लोगों की दुर्दशा पर कोई ध्यान नहीं दे रही हैं।
श्री देवेंद्र यादव ने कहा कि दिल्ली कांग्रेस ने हाल ही में दक्षिण दिल्ली के रंगपुरी पहाड़ी के 20,000 से अधिक निवासियों की जल संकट की परेशानी को उजागर किया था, जो विशेष रूप से इजरायल कैंप जैसे क्षेत्रों के लोग पानी की कमी का गंभीर संकट झेल रहे है, क्योंकि क्षेत्र में पानी की पाइप लाइन न होने के कारण इन्हें जल संकट झेलना पड़ रहा है। इजरायल कैंप के निवासियों को टैंकरों पर रहना पड़ रहा है, जबकि दिल्ली जल बोर्ड यहा पर्याप्त मात्रा में टैंकर नही उपलब्ध करा पा रही है, 30 टैंकर प्रतिदिन जरुरत के मुकाबले कभी-कभी 7-8 टैंकर केवल एक बार ही आते हैं। यहां अधिकारियों द्वारा बोरवेल बंद करने के बाद दिल्ली के कई क्षेत्रों में जल संकट मडरा गया है, जबकि कुछ लोग बोरवेल पर ही निर्भर है।
श्री देवेंद्र यादव ने कहा कि स्थानीय बोरवेलों के बंद होने के बाद रंगपुरी पहाड़ी के निवासियों को गंभीर जल संकट का सामना करना पड़ रहा है, जिससे लंबे समय से आपूर्ति की समस्या बढ़ रही है और यह क्षेत्र कोई अपवाद नहीं है क्योंकि राजधानी में ऐसे कई अन्य क्षेत्र हैं जहां पीने का पानी एक विलासिता है क्योंकि पिछली आम आदमी पार्टी सरकार और वर्तमान रेखा गुप्ता सरकार ने गरीब लोगों की पानी की आवश्यकताओं की पूरी तरह से उपेक्षा की है।
