Despite the rampant corruption in institutions like NEET—and the fact that the culprits are known to the administration—why do the guilty still go unpunished?
Instead of entrusting the NEET paper leak case to the CBI, a judicial committee should be constituted—comprising retired judges, social workers, retired teachers, and retired IAS officers—to conduct an impartial investigation into the scam. Those found guilty must face strict punishment.

How Impartial Was the Investigation?

What Is the Foremost Concern?
The primary concern among experts and students is that:
Paper-leak networks are sprawling across multiple states;
The reliance on digital mediums and ‘solver gangs’ has escalated;
The future of hundreds of thousands of students hangs in the balance;
Investigations are protracted, and the delivery of final justice is often delayed.
In recent years—particularly in the wake of the NEET and UGC-NET controversies—serious questions have been raised regarding the credibility of the examination system itself.
In view of the situation, Vice President of Jamat E Islami Hind and The Chairman, Markazi Taleemi Board (MTB), Jamaat-e-Islami Hind (JIH), Prof Salim Engineer has strongly condemned the irregularities in the NEET UG 2026 examination that led to its cancellation. He held the government and the National Testing Agency (NTA) responsible for failing to uphold the integrity and fairness of the examination and jeopardising the future of lakhs of students aspiring to serve the nation in the medical field.
In a statement to the media, the MTB Chairman said, “We strongly condemn the irregularities in the NEET UG 2026 examination that have resulted in its cancellation. The NEET exam is one of the country’s most competitive entrance tests, taken by more than two million students annually. The emergence of a ‘guess paper’ containing a significant number of questions matching the actual examination indicates a grave compromise in the impartiality of the process conducted by the National Testing Agency (NTA). The reported sale and widespread circulation of such highly accurate ‘guess papers’ through informal networks and digital platforms point towards organised malpractice. Such paper leaks undermine public confidence in the examination system and create a serious trust deficit among students and parents regarding merit and equal opportunity. We hold the government and the NTA directly responsible for this failure, which has jeopardised the future of lakhs of NEET aspirants.”
Prof Salim Engineer further stated, “The decision of the National Testing Agency to cancel the NEET (UG) 2026 examination and order a re-conduct, along with the Government’s move to refer the matter to the Central Bureau of Investigation, is a clear acknowledgment of the seriousness of the lapses involved. While this decision was necessary to preserve the credibility of the examination system, it has caused immense distress and uncertainty to lakhs of students and their families. Those directly responsible for this breach must be identified and dealt with in the strictest possible manner to serve as a strong deterrent. At the same time, those at the helm of the NTA and the Ministry of Education must resign by accepting accountability for these failures and take moral responsibility.”
The Markazi Taleemi Board Chairman, Prof Salim Engineer said, “There is an urgent need for a thorough, independent, and time-bound probe into the matter to establish the truth and fix accountability at all levels. We call upon the authorities to ensure complete transparency in the inquiry process and to take strict action against any individuals or networks found guilty of malpractice. We call for systemic reforms to strengthen examination security, enhance monitoring mechanisms, and prevent the recurrence of such incidents. The government must urgently implement the recommendations of the High-Level Committee of Experts constituted by the Ministry of Education under the chairmanship of former ISRO Chairman Dr K. Radhakrishnan, which had flagged concerns about breaches in entrance examinations and emphasised the need for a system that is ‘secure, tamper-proof, and transparent’. The NTA must ensure plugging loopholes across the testing lifecycle and bring stringent safeguards to prevent malpractices as outlined by the Committee.”

नई दिल्ली, 12 मई 2026 – जमाअत-ए-इस्लामी हिंद के तहत मरकज़ी तालीमी बोर्ड के अध्यक्ष प्रोफेसर सलीम इंजीनियर ने एनईईटी यूजी 2026 परीक्षा में अनियमितताओं की कड़ी निंदा की है जिसके कारण परीक्षा रद्द करनी पड़ी। उन्होंने परीक्षा की शुचिता और निष्पक्षता को बनाए रखने में विफल रहने तथा चिकित्सा क्षेत्र में देश की सेवा करने के आकांक्षी लाखों छात्रों के भविष्य को खतरे में डालने के लिए सरकार और नेशनल टेस्टिंग एजेंसी (NTA) को ज़िम्मेदार ठहराया।
मीडिया को जारी एक बयान में तालीमी बोर्ड के चेयरमैन ने कहा, “हम नीट यूजी 2026 परीक्षा में हुई उन अनियमितताओं की कड़ी निंदा करते हैं जिनके कारण इस परीक्षा को रद्द करना पड़ा। नीट परीक्षा देश की सबसे अधिक प्रतिस्पर्धी प्रवेश परीक्षाओं में से एक है जिसमें हर साल 20 लाख से भी ज़्यादा छात्र शामिल होते हैं। एक ऐसे ‘गेस पेपर’ जिसमें वास्तविक परीक्षा से मेल खाने वाले सवालों की बड़ी संख्या शामिल है, नेशनल टेस्टिंग एजेंसी द्वारा संचालित प्रक्रिया की निष्पक्षता में एक गंभीर सेंध का संकेत देता है। अनौपचारिक नेटवर्क और डिजिटल प्लेटफ़ॉर्म के ज़रिए ऐसे बेहद सटीक ‘गेस पेपर्स’ की बिक्री और बड़े पैमाने पर उनका सर्कुलेशन, संगठित कदाचार की ओर इशारा करता है। इस तरह के पेपर लीक परीक्षा प्रणाली में जनता के भरोसे को कमज़ोर करते हैं, और छात्रों व अभिभावकों के बीच योग्यता तथा समान अवसर को लेकर विश्वास का गंभीर संकट पैदा करते हैं। हम इस विफलता के लिए सरकार और NTA को सीधे तौर पर ज़िम्मेदार मानते हैं, जिसने लाखों NEET उम्मीदवारों के भविष्य को खतरे में डाल दिया है।
प्रोफेसर सलीम इंजीनियर ने आगे कहा, “नेशनल टेस्टिंग एजेंसी का नीट यूजी 2026 परीक्षा को रद्द करने और उसे दोबारा आयोजित करने का फ़ैसला, साथ ही सरकार का इस मामले को सेंट्रल ब्यूरो ऑफ़ इन्वेस्टिगेशन को सौंपने का कदम, परीक्षा में हुई गड़बड़ियों की गंभीरता की साफ़ तौर पर स्वीकारोक्ति है। हालाँकि परीक्षा प्रणाली की विश्वसनीयता बनाए रखने के लिए यह निर्णय आवश्यक था लेकिन इसने लाखों छात्रों और उनके परिवारों के लिए भारी मानसिक कष्ट और अनिश्चितता पैदा कर दी है। इस उल्लंघन के लिए सीधे तौर पर ज़िम्मेदार लोगों की पहचान की जानी चाहिए और उनके साथ यथासंभव कठोरता से निपटा जाना चाहिए, ताकि यह एक मज़बूत निवारक के रूप में काम कर सके। इसके साथ ही NTA और शिक्षा मंत्रालय की कमान संभालने वालों को इन असफलताओं की जवाबदेही स्वीकार करते हुए इस्तीफ़ा दे देना चाहिए और नैतिक ज़िम्मेदारी लेनी चाहिए।”
मरकज़ी तालीमी बोर्ड के चेयरमैन प्रो. सलीम इंजीनियर ने कहा, ” तथ्य का पता लगाने और सभी स्तरों पर जवाबदेही तय करने के लिए इस मामले की गहन, स्वतंत्र और समय- बद्ध जांच की तत्काल आवश्यकता है। हम अधिकारियों से आग्रह करते हैं कि वे जाँच प्रक्रिया में पूर्ण पारदर्शिता सुनिश्चित करें और किसी भी ऐसे व्यक्ति या नेटवर्क के विरुद्ध कड़ी कार्रवाई करें जो कदाचार का दोषी पाया जाता है। हम परीक्षा सुरक्षा को सुदृढ़ करने, निगरानी तंत्र को बेहतर बनाने और ऐसी घटनाओं की पुनरावृत्ति को रोकने के लिए प्रणालीगत सुधारों की मांग करते हैं। सरकार को शिक्षा मंत्रालय द्वारा पूर्व ISRO अध्यक्ष डॉ. के. राधाकृष्णन की अध्यक्षता में गठित विशेषज्ञों की उच्च-स्तरीय समिति की सिफारिशों को तत्काल लागू करना चाहिए; इस समिति ने प्रवेश परीक्षाओं में होने वाली अनियमितताओं को लेकर चिंता जताई थी और एक ऐसी प्रणाली की आवश्यकता पर ज़ोर दिया था जो ‘सुरक्षित, छेड़छाड़-मुक्त और पारदर्शी’ हो। NTA को यह सुनिश्चित करना चाहिए कि टेस्टिंग प्रक्रिया के पूरे चक्र में मौजूद कमियों को दूर किया जाए, और समिति द्वारा सुझाए गए अनुसार, कदाचार को रोकने के लिए कड़े सुरक्षा उपाय लागू किए जाएं।”

آزادانہ جانچ اور ملزمان کے خلاف سخت کارروائی کا کیا مطالبہ
نئی دہلی: جماعت اسلامی ہند کے مرکزی تعلیمی بورڈ کے چیئرمین پروفیسر سلیم انجینئر نے NEET UG 2026 پیپر لیکس اور امتحان میں ہوئی دھاندلی کی سخت مذمت کی ہے۔ انہوں نے حکومت اور نیشنل ٹیسٹنگ ایجنسی (این ٹی اے ) کو امتحان کی شفافیت اور غیر جانبداری برقرار رکھنے میں ناکام قرار دیا ہے ۔ انہوں نے کہا کہ اس واقعے سے میڈیکل کے شعبے میں ملک کی خدمت کا خواب دیکھنے والے لاکھوں طلبہ کا مستقبل خطرے میں پڑ گیا ہے۔
میڈیا کے لیے جاری اپنے بیان میں مرکزی تعلیمی بورڈ کے چیئرمین پروفیسر سلیم انجینئر نے کہا کہ ہم NEET UG 2026 امتحان کے پپیر لیکس کی سخت مذمت کرتے ہیں، جس کے باعث پورے امتحان کو منسوخ کرنا پڑا۔ NEET ملک کے سب سے بڑے مسابقتی داخلہ امتحانوں میں سے ایک ہے، جس میں ہر سال دو ملین سے زائد طلبہ شرکت کرتے ہیں۔ ایک ایسے ‘گس پیپر’ کا سامنے آنا جو اصل امتحان کے پیپر سے بڑی مماثلت رکھتا ہو، اس بات کی نشاندہی کرتا ہے کہ نیشنل ٹیسٹنگ ایجنسی (این ٹی اے) کی شفافیت اورغیر جانبداری بری طرح متاثر ہوئی ہے۔ ایسے ‘گس پیپرز’ کی ڈیجیٹل پلیٹ فارموں کے ذریعے خرید فروخت منظم بدعنوانی کی طرف اشارہ کرتی ہے۔ اس طرح کے پیپر لیکس امتحان کے نظام پرعوام کے اعتماد کو مجروح کرتے ہیں اور میرٹ کے حوالے سے طلبہ و والدین کے درمیان شدید بے اعتمادی پیدا کرتے ہیں۔ ہم اس ناکامی کے لیے حکومت اور این ٹی اے کو براہ راست ذمہ دار ٹھہراتے ہیں۔ پیپر لیکس نے NEET کے لاکھوں امیدواروں کے مستقبل کو خطرے میں ڈال دیا ہے۔
پروفیسر سلیم انجینئر نے مزید کہا کہ نیشنل ٹیسٹنگ ایجنسی کی جانب سے NEET 2026 کو منسوخ کر کے دوبارہ امتحان کرانے اور معاملے کی جانچ سی بی آئی سے کرانے کا فیصلہ در اصل حکومت کی سنگین کوتاہیوں کا اعتراف ہے۔ اگرچہ امتحان کے نظام کی ساکھ برقرار رکھنے کے لیے یہ فیصلہ ضروری تھا، تاہم اس سے لاکھوں طلبہ اور ان کے خاندان شدید ذہنی دباؤ کا شکار ہوئے ہیں۔ انہو ںے کہا کہ پیپر لیکس معاملے میں شامل افراد کی نشاندہی کر کے ان کے خلاف سخت قانونی کارروائی کی جانی چاہیے تاکہ ایک مثال قائم ہو سکے۔ انہوں نے مطالبہ کیا کہ این ٹی اے اور وزارتِ تعلیم کے اعلیٰ عہدے داران کو اپنی اخلاقی ذمہ داری قبول کرتے ہوئے استعفیٰ دے دینا چاہیے۔
انہوں نے کہا کہ اس معاملے کی سچائی سامنے لانے کے لیے فوری، آزادانہ اور ٹائم باؤنڈ جانچ ضرورت ہے۔ ہم حکام سے مطالبہ کرتے ہیں کہ تحقیقات کے عمل میں مکمل شفافیت کو یقینی بنایا جائے اور کسی بھی فرد یا نیٹ ورک کے ملوث پائے جانے پر ان کے خلاف سخت کارروائی کی جائے۔ ہم امتحان کی سکیورٹی کو مضبوط بنانے اورآئندہ ایسے واقعات کی روک تھام کے لیے بنیادی اصلاحات کا مطالبہ کرتے ہیں۔ حکومت کو چاہیے کہ وہ وزارتِ تعلیم کی جانب سے ISRO کےسابق چئیرمین کے رادھا کرشنن کی سربراہی میں قائم ہونے والی اعلیٰ سطحی کمیٹی کی سفارشات کو فوری طور پر نافذ کرے، جس نے داخلہ امتحانات میں خلاف ورزیوں پر تشویش ظاہر کرتے ہوئے ایک ‘محفوظ اور چھیڑ چھاڑ سے پاک امتحانی نظام کی ضرورت پر زور دیا تھا۔ کمیٹی کی سفارشات کے مطابق این ٹی اے کو امتحان کے تمام مراحل میں موجود خامیوں کو دور کرتے ہوئے بدعنوانیوں کی روک تھام کے لیے سخت حفاظتی اقدامات کو نافذ کیا جانا چاہئے تاکہ حساس قسم کے امتحانات محفوظ اور کامیابی کے ساتھ کرائے جا سکیں۔
